Funding for space innovations has long been problematic. Government appropriations are subject to the whims of politics. Investment from venture capitalists is likewise unreliable for ventures where returns are a decade away. So how do we fund the needed infrastructure in orbit?
The US has a long history of issuing bonds to fund infrastructure. Bonds work with some level of guarantee and provide a vehicle for anyone to invest in- you don't have to be a qualified investor with a net worth of $1M. And if you don't want to invest in the particular infrastructure supported by the bond you can put your money elsewhere (unlike Congressional spending of your tax dollars). If we can create war bonds, why not a Space Infrastructure Bond?
